Symbol and Footprint won't connected - PCB Editor 16.2

I have a one-pin schematic symbol and a one-pin footprint (used as a test point), but they just can't connect together in PCB Editor 16.2.

In Capture, I connect the symbol to a net (+15f), which has several other parts connected.

After forward annotated to the PCB Editor, everything is fine except this single-pin footprint that wouldn't connect to the net (+15f).  I checked its net name in PCB Editor, it showed +15f_10944596.  Where does the extra number come from?

I deleted both of them, and placed them again.  It does not help.

Any clue on this?

    Ok, I think I got it now.

    I had to delete all the old files/netlists and put offsheet connectors on every sheet in order for them to work.  

    I thought the global power and offsheet would connect (as long as they have the same name), but they don't.  I thought I had this years ago (by naming the global power and offsheet the same).  Is this a new feature from v9.2?

     Is there anyway to make all nets global that can go across different sheets?
