    The place_txt.txt has a specific format for import / export of Placement data:

    Refdes<white_space>XLoc<white_space>YLoc<white_space>Rotation<white_space>Mirror<white_space>Footprint

    Try Tools>Reports, New / Edit to write a new report for the parameters that you need - The standard Component Report might fit the bill but the "place_txt.txt" has a fixed format.
