Best Way to Explain Slots to Board

All,

I have a board shop (off-shore) that keeps kicking back my files because they have slots. As we know, we can generate the drill legend and the slots appear but the slots will not show up on the drill data (by design). What is the best way to explain this to a vendor? I'm really quite surprised they don't recognize this situation.
