Via connecting layers (version 16.3)

PCB Editor 16.3.

I have a 4-layer board.  Layer 1 and 4 are on the same net while layer 2 and 3 are on the same net.  I’m trying to make a via that connects layer 1 and layer 4, but PCB Editor always connects layer 2 and 3, even if I hide layer 2/3.

How do I fix this problem?
