Creating a Placement Keepout for through hole components

Does anyone have an idea on how to create a placement keep out for through hole components only?  My dilema:  We will place all components on the bottom side of the board.  In one area I do not want any leads sticking through on the top side of the board.  If I put a placement keep out on the bottom side of the board it will keep out surface mount parts too, these are allowed. 

The only way I can see this working is to set a height restriction on the top side, but then I would have to build the lead length into all of our through hole components.  Before taking on that task I would like to see if someone out there has a better solution :-)

    Thank you for the suggestion.  This is pretty much what we have right now.  I was trying to make it an error, in case the note was overlooked.

    I have opened a ticket with Cadence to see if they might have a work around.
