Problem launching Design Entry CIS program

Wondering if anyone has run into this problem. When I try and launch the "Design Entry CIS" program, it immediately gives me an error:

Capture.exe - System Error

The program can't start because cdsCommon.dll is missing from your computer. Try reinstalling the program to fix this problem.

 

At this point I don't want to reinstall the program, is there a simpler fix to this?

    The first thing to check is that the cdsCommon.dll file is actually present, this will be in <installation_directory>\tools\bin, installation directory would usually be <drive>:\Cadence\SPB_<version> some security software can silently remove software components from the machine, re-installation is probably the only course to cure this and then persuade the security software to not scan and remove files from the Cadence installation.

    If the file is there, check that the system path is correctly configured to locate the file, the easiest way to check this is with a Command Prompt, type the "set" command at the Command prompt and check that the PATH correctly includes the full directory for "\tools\bin", entries like %CDSROOT%\tools\bin indicate a system problem which is causing the PATH entries to not be correctly expanded to <drive>:\Cadence\SPB_<version>\tools\bin, as in C:\Cadence\SPB_16.6\tools\bin for a default 16.6 installation.
