I am using default text block sizes for reference designator silkscreen.

In your experience, can all board houses all print text block 1, which is 16x25?

    "Do they mean a square that the text fits inside?"

    More or less - yes.  Line width is controlled by the "Photo Width" column.  Line Space, I believe, is the space between two lines (rows) of text.

    Your PCB house may change the "photo width" slightly to suit their manufacturing process.  You may want to check with them to see what their thinnest width/smallest text size capability is. 

    I'd think if you made the text much smaller than 23x31 it would be hard to read without magnification even if it comes out "clean".
