CIP license error

We have CIP installed with one license only. We found that once a user access to CIP database and exit, other users can't access CIP any more even no others login. The following error messages appease on the page:

License Error.

Unable to obtain license.

Message: CIP license checkout failed.ERROR (LMF-03004): License call failed for feature orcad_component_portal, version 17.200 and quantity 1. The license server search path is defined as 5280@CYPRESS-WEB;5280@localhost. The FLEXnet error message is as follows, FLEXnet ERROR(-4, 0, 0): Licensed number of users already reached. Run 'lic_error LMF-03004' for more information.

The strange is: the first user is still able to access and exit without problem. How we can check who is occupy the license?

    Check the FlexNet licensing admin PDF, there are utilities to check the license manager and feature status, like "lmstat", also check that you don't have an Options file active since Options settings can restrict and retain licenses, again, see the FlexNet licensing admin PDF for the Options values and actions.

    where this "lmstat" utility suppose to be located? I checked C:\Cadence\LicenseManager directory and I can see "lmtools" but didn't see "lmstat"

    You may have missed that section in the FlexNet License Administration PDF, try the chapter titled "Using License Administration Tools" for more information.

    If there is only one accounts set up in CIP with a good password, then you only have one person using the CIP browser.  But, this forces new part requests to go to that designated person.  CIP isn't that expensive.  Get more licenses.  O_o

    CIP is added to the IIS Windows web server on installation...  When you log out, there usually is a delay before someone else can use it.  Individuals don't check out a token like the do with DE or Allegro. The CIP server checks out the tokens as the user, making it impossible to discern who has a session left open unless you have a second session to log in as admin and find the culprit.

    Being a startup, we use EMA's license lease option for most of our CIP tokens (8 CIS users.)

    I am also getting the same error but in my case All client machines are having the problem. Checked We server, License Host server DB server! all Up and well. Lmutil Lmstat -c 5280@XXXXX is giving all available licenses 

    lmutil lmstat -f orcad_component_portal -c 5280@XXXXX is giving licenses available and none are in use. There is no Options or control file to restrict the licenses. It started throwing this error all of a sudden. CIP has been working from last 6 months very well. Only difference in the error message is LICENSE ERROR: Unable to obtain License. Message:Cannot check Licenses for CIP. Cannot obtain Product mapping details.License server may not be available.
