17.2 alias shortcuts not working

I'm trying to use the same alias shortcuts that I was using in 16.6 and a few aren't working. 

I had  ~z (ctrl + z) assigned to "rotate", but now it seems to be stuck as "cancel". I'm sure of the env file that I'm using because I can change other things and see the effect. 

I don't like right-click. I'd prefer a single key to do this. Not a function key. I'm using those to change my grid setting.
Any ideas?
