Virtuoso mark net LPP control

I'm having trouble with mark net thinking that all LPP with the same layer are shorted. My PDK uses layer "M1" purpose "drawing" for metal 1 wiring, and layer "M1" purpose "exclude" for metal 1 fill blocking. Mark net thinks that these are all shorted together: is there a way to set it otherwise?
