The pdk is FREEPDK15

how to deal with this situation?

    Probably best not to use FreePDK15. It's pretty basic and doesn't include many features required for any decent PDK. I see there are a bunch of layouts in the NCSU_TechLib_FreePDK15 library that appear to be fixed layouts for various vias, but none of these are referenced in the technology database for the library - so there are no standard vias nor custom vias defined in the tech file. There are hardly any technology rules / constraints defined in the tech file either.

    You can either contact NCSU (since it's their PDK), or maybe you'd be better off using one of the generic PDKs from http://pdk.cadence.com instead?
