Too much manual fixing.

I have a design that's very low in util ~40%, 3 metal process. But after I optDesign postCTS setup and hold, the violations path are always "swinging" between the 2 different switches. When I optDesign -hold, the setup violations get worst, the option to allow fixing hold and violating setup was set to false. The numbers of violated paths didn't get less. I had to manually fix the violations by hand, adding buffers, upsizing cells. Basically doing what the tool should be doing. What could have being possible wrong? Timing constraints, placement, floorplan, etc?

     I was going to suggest you run in MMMC, since that should prevent the problem you're describing. Make sure that all your setup views and hold views are active when you do your optDesign calls.
