How to make Encounter recognize path through IE pin of IO

ETS reports the timing path from reg --> IO/IE --> IO/C --> reg .
The IE pin is the input enable pin of this IO, and C pin is the output pin
to core of this IO.

But this path is unconstrainted in Encounter. How to let Encounter recognize
this path just as ETS, then optimize this path.
