how to conver a wire to pin in encounter

Hi,

In a bottom-up block implementation aproach, how can I convert the power straps into pins at top level?

please let me know if there are any commands for it in encounter?

Thank you kary. Is there any utility in encounter to generate timing information for the top level? ( I mean genetating .libs for the block considering all the modes).
